There is No application fee in Jiangsu university if you are applying for CSC Scholarship. You can see their post regarding CSC Scholarship and you will also contact their admission department for clarification. Application Fee they mentioned is for Self financed students. Yes, Fujian and Fujian universities are not same.

You will be given 1 year free of cost Chinese language course and after that you will begin your course. Otherwise you have the option to change your subject to English medium.
