In a bid to encourage cooperation and understanding between the People’s Republic of China and other countries the Chinese government has established a number of scholarship programs that will assist students from other countries to complete their studies in Chinese universities.

These scholarship programs are governed by the China Scholarship Council (CSC) that has been set up by China’s Ministry of Education (MOE).

The CSC Scholarship Bilateral Program is one such scholarship program that is established by the Government of China. Chinese Government Bilateral scholarship program provides full scholarships as well as partial scholarships. The scholarships are based on the various accords and agreements on student exchange programs that the Government of China has bilaterally entered into with different countries and their educational institutions.

Chinese Government Scholarship bilateral program duration:

The Chinese Government Scholarship – Bilateral Program provides for a preparatory course in the Chinese language besides the core course curriculum. The duration of the courses offered is as given below.

Chinese Government Bilateral Program Full Scholarship Coverage

  1. Tuition: Under a full scholarship the course tuition fees will be comprehensively borne by the scholarship fund. This means that the scholarship may cover the costs of education and other activities that the students may be required to participate in. Administrative expenses may also be covered by the scholarship.
  2. Accommodation: A full scholarship provides for either free dormitory facility at the host university or subsidized accommodation elsewhere.
  3. Stipend: For the period that the scholarship is in force a scholarship student will be eligible to receive a monthly stipend from his/her host university.
  4. Medical Insurance: A student in receipt of a full scholarship is also eligible to receive Comprehensive Medical Insurance that is applicable to foreigners living in China.

Where & When to apply for the Chinese Government Scholarship bilateral program?

In order to apply for the Chinese Government Scholarship – Bilateral Program an aspirant will have to get in touch with the authorities in the home country in charge of dispatch for studies abroad. Applications can be submitted from the beginning of January until the end of April. Specific dates can be obtained from the concerned authorities.

Chinese Government Scholarship bilateral program Eligibility

A student aspiring to receive a scholarship from the Chinese Government Scholarship- Bilateral Program has to fulfill the eligibility criteria mentioned below;

  1. The applicant has to belong to a country other than The People’s Republic of China and has to be healthy.
  2. The age restrictions for a scholarship applicant are as under;
  3. For the undergraduate programs, an applicant has to be below 25 years of age when submitting the scholarship application.
  4. For the Master’s programs, an applicant has to be below 35 years of age when submitting the scholarship application.
  5. For the Doctorate programs, an applicant has to be below 40 years of age when submitting the scholarship application.
  6. For the General scholar programs, an applicant has to be below 45 years of age when submitting the scholarship application.
  7. For the Senior scholar programs, an applicant has to be below 35 years of age when submitting the scholarship application.
  8. The educational qualifications required of a scholarship applicant are as under;
  9. For the undergraduate programs, an applicant needs to have a high school graduation certificate when submitting the scholarship application.
  10. For the Master’s programs, an applicant needs to have a Bachelor’s degree when submitting the scholarship application.
  11. For the Doctorate programs, an applicant needs to have a Mater’s degree when submitting the scholarship application.
  12. For the General scholar programs, an applicant needs to have a Diploma from a high school (or a higher qualification) when submitting the scholarship application.
  13. For the Senior scholar programs, an applicant needs to have a Master’s degree or must hold an Associate Professor’s post or above when submitting the scholarship application.

CSC Scholarship bilateral program Application Process

A student applying for a scholarship under the Chinese Government Scholarship – Bilateral Program has to follow the steps given below;

  1. Submit an application to the home country’s dispatch authorities in charge of studies abroad requesting an opportunity to avail of the Chinese Government Scholarship under the Bilateral Program. The dispatching authority will verify a student’s eligibility for the scholarship and issue an Award Letter.
  2. On receipt of the Award Letter for the Chinese Government Scholarship – Bilateral Program, the student has to submit an application to his/her Chinese university of choice for the Pre-admission Letter. The Pre-admission letter is not a must and if a student does not receive it he/she will receive a university placement from the CSC.
  3. Complete and submit an online application form. The student would also need to print out a hard copy of the same. Instructions on filling the application form and Agency Number can be obtained from the home country’s dispatching authorities for studies abroad.
  4. The next step in the application procedure would be the submission of documents to the concerned home country dispatching authorities before the cut-off date.

Chinese Government Scholarship bilateral program Application Documents Requirement

Mentioned below is the list of documents that a student has to submit along with the application for the Chinese Government Scholarship – Bilateral Program. The documents have to be submitted in duplicate, that is, a student has to submit two sets of documents, and each set has to be fastened together in the same order as given below.

  1. The Application Form for the Chinese Government Scholarship filled in either in English or in Chinese.
  2. A notarized photocopy of the highest educational qualification certificate/diploma held by the applicant. Students who have yet to receive their course certificates/diplomas should submit a document from his/her present educational institution as proof of his/her educational status or the probable date he/she would be graduating. Documents that are neither in English or Chinese have to be submitted along with a notarized translation.
  3. Academic records of the applicant in either English or Chinese. If the records are in a language other than English or Chinese then a notarized translation of the same has to be provided.
  4. The applicant has to submit either a study plan/research proposal that is written in English or Chinese. For undergraduates the study plan has to be at least 200 words long, for non-degree applicants the plan/proposal has to be at least 500 words long and for graduate students, the minimum number of words for the proposal is 800.
  5. Two letters of recommendation written either in English or Chinese. Students applying for graduate courses or senior scholar courses have to provide letters of recommendation signed only by a professor or an associate professor.
  6. Students applying for arts courses have to also submit a CD of their own artwork. Those applying for studies in music have to submit a CD of their own musical compositions. Fine arts students have to submit a CD of their own artwork which must include 2 colored paintings, 2 sketches and 2 other works of their choice.
  7. Applicants under 18 years of age have to submit valid credentials of their legal guardians in China.
  8. A photocopy of the physical exam form for foreigners filled up in English. Only students planning on staying for more than six months in China have to submit the form. The form has to be filled in completely, and all examinations listed therein have to be conducted by the doctor in attendance.  Forms that are found incomplete or without the attending doctor’s signature or without the seal of the hospital or a sealed and stamped photograph of the applicant will be invalidated. Besides this form has a validity period of only six months, so an applicant has to plan the physical exam accordingly.
  9. A copy of the Pre-admission Letter from the chosen university, if the applicant has received it from the university.
  10. A copy of the HSK certificate if the applicant has it.
  11. English Proficiency Certificate, IELTS or TOEFL.

As mentioned previously, all documents have to be bound together in the order stated above and two sets of documents have to be submitted. No documents will be returned to the applicant.

Chinese Government Scholarship bilateral program Results and confirmation

Once the application along with the documents has been submitted to the home country’s dispatch authorities, they will be forwarded to the China Scholarship Council (CSC), who will deliberate on the applicant’s eligibility and qualification to receive the scholarship. Applications that are incomplete or fail eligibility will be summarily rejected.

Applications that qualify for consideration will be forwarded to various universities for placement. The China Scholarship Council (CSC) reserves the right to change/adjust as per the requirement, the host university, the subjects opted for, the supported categories, and the length of the period of study that the scholarship covers. These changes will be based upon different aspects such as the diverse funding requirements of different countries, the student capacity of the host university, the criteria of the applicant and the length of the study course, and so on. The applications submitted along with a Pre-admission letter will be sent to the university that issued the pre-admission latter for confirming placement of the student.

After placements have been confirmed by the Chinese universities, the scholarship applicants will have their scholarships confirmed by the CSC. Only one Chinese Government scholarship can be held by a student at any time and you may wish to read our Study in China student guide.

The China Scholarship Council CSC will review the results of applicants’ placement and then give its approval to The List of Scholarship Recipients. Admission papers will then be sent to the Chinese embassy/ consulate-general before the 31st of July. From there, the documents for admission, which include a list of recipients, Letters of Admission and the Visa application for pursuing studies in the People’s Republic of China, will be forwarded to the dispatch authorities or to the recipients of the scholarship.

Students receiving the Chinese Government Scholarship will not be allowed to make any changes in their host university, their chosen study course, or the length of the course as mentioned in their Admission Letter after they reach China.

If a scholarship recipient is unable to register for the scholarship before the expiry of the deadline, the scholarship will not be reserved for him/her.
